The EUREKA program is a Europe-wide network which was launched in 1985 to help the continent's technology-oriented industries fulfil their formidable potential in today's fast-moving and highly competitive world markets.
It is a framework through which industry, research institutes and universities, from Iceland to Turkey and from Russia to Portugal, can collaborate on market-led R&D projects to develop and exploit the technologies crucial to global competitiveness. The results: innovative products, processes and services which enhance our quality of life.
EUREKA has no rigid regulation and participants are free to use their own initiative to formulate, develop and finance R&D projects, with a minimum of interference and maximum of support from EUREKA. Through its pan-European network of National Project Co-ordinators and extensive database, EUREKA provides access to the expertise, skills and resourses of forward-looking and like-minded enterprise from all over Europe as well as facilitating access to national funding schemes.
In short, EUREKA is a catalyst for collaboration and innovation, bringing organizations across Europe together in mutually productive R&D ventures to the benefit of us all. EUREKA can offer advice, support and guidance.
More than 3 000 companies and R&D institutes are involved in ongoing EUREKA projects. The costs exceed 12 billion Euro and cover more than 700 projects. From 1985 more than 1000 projects were finished with worth an estimated investment of 13.5 billion Euro.
29 countries and the European Commission are members of EUREKA: Austria, Belgium, Croatia, Czech Republic, Denmark, Estonia, European Commission, Finland, France, Germany, Greece, Hungary, Iceland, Ireland, Israel, Italy, Latvia, Lithuania, Luxembourg, the Netherlands, Norway, Poland, Portugal, Romania, Russia, Slovenia, Slovakia, Spain, Sweden, Switzerland, Turkey and United Kingdom.
In additional several countries from Central and Eastern Europe has associated status: Albania, Bulgaria and Ukraine.
Each member has its National Project Coordinator who assists in partner search and project establishment and has contacts with public (and private) financing sources.
Project meets the EUREKA criteria if it:
a) is high-tech, market oriented R&D project;
b) involves partners from at least two EUREKA member countries;
c) aims to develop a cutting edge, civilian product, process or service;
d) is funded by the partners themselves, who receive public financing from their national governments.
The first step is to contact your National Project Coordinator. Depending on the circumstances, National Project Coordinator can:
· help you contact the participants of any relevant EUREKA project already running;
· help you identify and contact potential partners, and advice you on partnership agreement;
· steer you on towards both public and private sources finance.
Once you found your partners, negotiated a partnership agreement, organised the project's financing and planned the project's execution, you submit your proposal to your NPC.
The official submission is simple. Each participant fills in and submits a EUREKA application form to his/her National Project Coordinator. The form, which only takes a few hours to complete, contains an outline of the project's technical content and business plans.
The involved National Project Coordinators then check that the project meets Eureka's criteria. Since these are national appraisals, procedures can differ from country to country. However, informal contacts on handling of national approval procedures between the relevant National Project Coordinators will take place as early as possible. Following the involved National Project Coordinatorsґ approval your proposal is submitted and circulated within the EUREKA framework for at least 30 days.
This gives any other interested organisation the opportunity to offer themselves to the original partners, and other National Project Coordinators the chance to inform them of the existence of any similar project. In the latter case it may be better for the various parties to join forces in an already ongoing project.
The project receives EUREKA status when Eureka's High Level Group has endorsed the project.
